When a weather forecast says there is a 30% chance of rain, it means that 30 out of 100 times the same atmospheric conditions occur, it rains in your area. It does not mean it will rain for 30% of the day, nor that 30% of the area will see rain.
Think of it this way: roughly the odds of drawing a face card from a shuffled deck.
